Coastal Harmony Engineering is a small, woman-owned, Santa Barbara–based environmental and coastal engineering consulting practice providing senior-level technical support for public agencies, non profit organizations, and consulting firms working at the intersection of infrastructure, ecology, and climate resilience.

The firm specializes in coastal resilience, ecological restoration, hydrology and water quality, regulatory permitting and compliance, and CEQA/NEPA technical support. Coastal Harmony Engineering works across California’s Central Coast and beyond, bringing deep regional experience and a collaborative, solutions-driven approach to every project.

About the Founder

  • Amber Inggs, PE is a California licensed civil and coastal engineer, hydrologist, and founder of Coastal Harmony Engineering.

  • She has over 13 years of experience supporting ecological restoration, flood resilience, and climate adaptation projects.

I feel strongly called to protect the environment and bring people closer to nature. Since I was young, I have always spent most of my time by the water, in the ocean and streams. I embarked on this career path because I was tired of seeing concrete unnecessarily poured and I wanted communities to see the infinite value of our natural resources. Everyone deserves to experience pristine nature and understand the physical forces that are constantly working. I am honored to also serve as a wife and mother of two little kids who come along with us on our adventures.

  • Coastal Harmony Engineering is led by a California Professional Civil Engineer (PE) with over a decade of experience in coastal, hydrology, and environmental engineering. The firm brings specialized expertise in coastal resilience, restoration, hydrology, and regulatory compliance and is pending certifications as a Woman-Owned Small Business WOSB and Women-Owned Business WBE with WBENC. Coastal Harmony Engineering is an active contributor within California’s coastal and watershed professional community.
